Its actually cell phones that is causeing CCD. Not insecticides or parasites. I read a study in the 90's how the frequency that cell phones operate on disrupt the navigation of bees. Meaning that once exposed, they can't find there way back to the hive, and die somewhere.

No, the speed limit in California is still (sadly) 65 - 70 mph. The CHP only gives out tickets when they need to meet a "quota". But if everybody is driving above the speed limit, who's gonna ticket everyone!
