Getting bawled out (or worse) for eating (non-staff meal) food is pretty common in a lot if not most restaurant, they try to fence in what you can and can’t eat. Usually the guidelines are pretty clear and specific, but managers or the chef(s) or kitchen staff have the discretion to make reasonable exceptions.

There have to be some boundaries, some sensible policy and practices, or else people go nuts. Usually a reasonable/generous meal allowance, and sensible experienced leads and managers went a long way to keep employees fed, happy and motivated, and helped curtail a lot of waste/pilfering.
