It's definitely way different than anything else they've done, but I feel like the reaction to it immediately after release was more a feeling of betrayal from fans than an actual critique of its merits. It's a solid album (I like it quite a bit), and I'll gladly take it over The New America any day.
When I first heard it, I felt that Recipe For Hate sounded like the band losing steam, and yet it's consistently been one of my most-listened to albums of any band. It really grows on you.

The Unraveling is pretty great. I haven't listened to it in years, but The Sufferer and The Witness was a reasonable uptick in quality from Siren Song, even though it's pretty much exactly what you don't want from the band that released Revolutions Per Minute.
