On an 8-month deployment there will be rust. It happens and is normal, ships are constantly worked on for this. As an example cruise ships have a whole department that paints the entire 12-hours every day or other day or so when they are in ports and you still see a little rust. He was operating a vehicle, you absolutely have to produce ID in this circumstance if you are stopped with cause you have to prove you are licensed to operate that vehicle. Its totally different than walking down the street and not committing a crime.
