My understanding from Mario kart 8 (the Wii U version) was that all characters had a weight class (very light, light, medium, ect.) and that all characters within the same weight class had the same stats. It seems like they’ve changed that for deluxe.

You can still climb in the rain though. The way to do it is climb up about 4-5 steps and then jump. The slide basically cancels the jump, and you retain the distance from those 5 steps.
The only thing I can think of is you’re forgetting to unequip your bow.
Hateno village should be the second village you visit to progress the story after you leave the plateau. And if you’re anything like me, it’ll be closer to the 87th place that you visit.
