I feel like a special man for having this much trouble finding the damn thing. Took me about 20 minutes of meandering and time warping before I figured out the only way to get to the carnival was by going through the Special option in the title menu.

Besides this one I have been a Dragon Quest fan for most of my life. DQ 1-4 were localized on the NES but I would recommend playing the remakes on the DS.
