I think he was simply referring to KJ being the bad guy in a tense, cat and mouse game but also, like Gruber, prone to silly monologues with his adversary.

I didn’t get that at all. When Syndrome was a kid, he looked up to supers. He wanted to be one. He wanted to be a hero but he got shrugged off because he didn’t have any powers of his own except for really high intelligence.

NetFlix should do a documentary on law enforcement, it’s history, how the methods have changed over the years, the deep corruption in some districts embedded in close-knit, systemic protectiveness of it’s force and that for every 10 legitimate, good police officers, there’s at least 1 or 2 Biff Tannens in the bunch.
