The proper measure of wind chill is not expressed as a temperature, but rather as a cooling rate - watts per square meter. That temperature nonsense has to do with how cold it “feels” with moving air compared to still air - and for exposed skin at that.

In college there was a stint on my commute where I could hit max speed on my bike (1x9 29er, couldn’t spin the cranks fast enough to add more speed) in the mid-30s. That was fast enough I couldn’t imagine going 5x that speed.
