Hellfire wasn't particularly villainous, unlike Magneto Jr, before he was put under Hive's sway. He has the training and of course the abilities to be useful/
Most villains are the evil version of the hero in media in general- James Bond fights evil/corrupted super-spies, etc. That isn't a reason that the villains in Marvel movies arent particularly memorable, its the writing/script.

you're trying way to hard to apply real science to comic book lore. none of the people who wrote these books are scientists- they found a semi-plausible explaination (or at least ones that sound plausible) and ran with it.none of the superhero powers make any sense.
