Those restaurants have glowing tales from the owners and hand picked select employees. There are a few of those in the Bay Area and the service is ok. The best servers, bussers and bartenders don't work there because they can make more money elsewhere.

Taxes vary from town to town. It has nothing to do with being shady. The same chain will have a slightly difference price because some cities have a different tax. If the entire chain says here is our price, why should they eat a loss if some places have no sales tax and others have nearly 10%?
