It's not like the school has a jail to throw them into if they're found guilty. The absolute worst penalty they can hand out is kicking them out of school - and lots of students leave school before they get a degree, anyway.

I'm sorry - I should have done a better job explaining I meant people in general, not that particular situation. After you explained it, I could easily see how that happened, cultural nightmare for all involved.
Some of the neighbor kids thought my dog was a bulldog, and were scared to death of him! Of course, once they met him, they knew he was just a little pug who stood still for the littlest kids to pet him.
