There is a specific rule. It applies to the team, but it dictates a $25,000 fine. Why that would be insufficient is beyond me. However, if I’m not mistaken, Goodell invoked the “conduct detrimental to the game” rule, which basically allowed him to do whatever he wanted and impose whatever suspension he wanted.

Counterpoint: Teams should not be rewarded for refusing to play defense. I want to watch DeAndre Jordan play, not some scrub who happens to be better at free throw shooting. Do you watch basketball because you love watching free throws?
What skill is there in just hacking a guy? I’m amazed that the fans of a sport are in favor of allowing a strategy that requires no skill whatsoever. Do you watch basketball to watch people shoot free throws? Why shouldn’t the fouling team just be better at defending? Why should we reward the inability to defend?

As I have said in another post, every sport has situations where committing a “violation” or doing something else that would ordinarily be considered “bad” is the high percentage play. With an intentional walk, the defending team still has to execute against the next batter. You can’t just walk everybody to avoid…
