Because having a disease shouldn’t be a crime. If those other guys didn’t want to get HIV, they shouldn’t have been having unprotected sex with random guys they met off the internet (at least not without being on PREP). Laws like these put all the onus of responsible behavior on the person with HIV, discourage testing…

As an active gay man, I’m about as low a risk as you’ll find. I’m on PrEP, (currently) in a monogamous relationship, get tested four times a year, use protection always, and communicate this to every new partner I meet.
