He was a federal informant, not an informant for the Philly police. It’s very likely the officers were not aware that he was a federal informant when they attempted to arrest him. Law enforcement agencies are notorious for being bad at sharing info with each other. Also, it’s likely that the feds had no prior reason

It doesn’t have to be a “politically-charged act of domestic terrorism” to be considered a mass shooting. You’re getting your definitions mixed up. Politically-motivated violence is part of the definition of “terrorism,” not “mass shooting.”
