what speed people are going is inconsequential because the comcast guys can not control what speed people are going. they can, however, provide adequate notice that there is a stopped vehicle on the road and that drivers should slow down.

to be fair, these situations only arise every 15-20 years per city. there are many cities that have already dealt with this issue but the emergence of a city standing up for it self will only help other cities realize they can too.
