This is 100% true. The indie scene is for programmers and rich people only. If you’re an artist or experienced game designer, then you can probably get into the scene through the people you know, but you are unlikely to be able to start anything yourself, it’s a massive risk.

S.Korea has laws regarding the storing of map data outside of the country. Niantic’s previous game Ingress works in S.Korea but lacks any map data like roads. As Pokemon Go is built on the Ingress data and map data, it makes sense that there would be a delay in them creating the unique version required for S.Korea.
