I think what’s happening here is a new model of set commission selling, and is an artifact of dealer agreements. Eg. Agreement says you must not sell current year cars below invoice less consumer facing incentives. Therefore, to enforce, you make invoice msrp and pay a set “commission” that is not consumer facing.
