So are there people who enjoy watching characters stand around and talk about all the complicated rules you need to know to do stuff with magic? It seems like it happens in a surprisingly high amount of fantasy tv/movies and all it really does is make magic seem less exciting.

It would be very unusual. You would have to go back and spend another 5+ years doing research to get a second phd in the same field when you could be doing research as a professor somewhere.
