I agree, except if you look at the exploded parts diagram, the tires do have quite a bit of sidewall.  This appears to be a wheel cover that attaches to a smaller forged carbon wheel (best amateur guess based on appearance, fwiw)

Agree so hard. You see so few of these on the road and when you do, you think “OMG is Saab back?!” And then you remember that they sold a precious few of these as they went under. And then you remember you had this same conversation with yourself the last time you saw one.
