I think you’re right, because I’ve got it on both Brave & Chrome on my Android phone.

I’m not seeing the “Dark mode settings for each site” flag in my chrome install (Version 96.0.4664.45, MacOS). Also not seeing it in Brave, which is where I’d actually use it. Hopefully it’s in Chromium, and does start showing up soon.
