This makes sense to me, I haven't read it in awhile, but I remember having the impression that it read as more of an outline than a fleshed out story.

THIS THIS THIS THIS TIMES A MILLION. An apology is good to offer, but does not have to be accepted. The author is accepting that he fucked up, which is good, but part of that acceptance is also accepting that the damage has been done and can't be taken back. So he gets to live with that.
I'm in the camp that says his apology seems really sincere, and good on him. However, there is a reason we say people offered an apology — because no one has to accept it. While most people here hate racism, we don't all have an equal stake in this.
