I don't think HTC can afford not to update at this point. If they don't have a regularly-supported flagship, they are digging their own graves.

I use XBMC on my good ol' fashioned Windows PC for now, as I still have yet to receive my OUYA. But I'll keep you posted on how that works out.
VOTE: HTC One
Oh. Well sure. Touchwiz roms are fairly popular, I'm sure you could find one that includes the Touchwiz gallery and Music and Video players.
Sadly, Nexus devices are not included in the stock apps I'm referring to because it is a Touchwiz feature.
People are comparing this too much to modern gaming consoles. This costs the same as an Apple TV/Roku and it also features a built-in Media Center via XBMC (and alternatively Plex). It will also feature OnLive gaming. If you haven't heard of it, look it up. It can compete pretty decently against consoles considering…
I'm pretty sure the Nvidia Tegra 3, despite being outdated at this point, can out-do a Raspberry Pi haha. Also, since it is android-based, you may be able to sideload Adobe flash. That remains to be seen but I'm confident the folks over at XDA will figure something out :). Also, you didn't hear this from me, but I…
Look up XBMC or Plex (I use the former). OUYA will feature both so you can take your pick. You can install add-ons to XBMC that allow you to stream your TV shows from Hulu, YouTube, Crunchyroll and others. It's pretty clean stuff.
If nothing else, it'll make a decent home media center. I'd pick this up in place of a Roku box or Apple TV.
Not necessarily. People don't generally buy new smartphones every year, do they? And if they do then they make sure to sell the previous one to offset the cost. I don't see how a yearly release is an issue. It will allow them to update specs while maintaining a lower price point.

The OUYA announced it will be bringing OnLive on its console. Perfect for streaming console-quality games at home.
Unity Launcher now allows you to have an actual Ubuntu Touch-like dock on the side. Best part: it's not an actual launcher, it's simply an overlay to your existing launcher (no root required!)
Nexus 10 is $400 minimum. Falls one Benjamin ahead of your limit. Did you mean Nexus 7?
Quirky Mocubo One Stop Chop Cutting Board. Lifehacker has featured it before (lifehacker.com/5899110) and it is a fantastic solution to exactly this.
Nokia xpressmusic 5130. Has a 2mp camera and a music player with expandable storage. Good basics but it is otherwise a basic phone. Plus it's a Nokia, so it will survive the apocalypse with a full charge.
Mint.com does not support my bank, but by combining Pageonce and EasyMoney for Android, I can achieve great results!
Also worth noting, Android 4.1 (Jellybean) has a new user profiles option. Couldn't help but notice it wasn't there. You can choose what will be available on each new profile, allowing for multiple, controlled users on a tablet (say, the Nexus 7 perhaps?).
I'm with Gamercore on his Nexus stance. You may want to consider it for a future upgrade as they are always up to date. As for your phone, I'm with 90% of the other commenters. Root your phone and find a good, stable ROM that features ICS. I recently did the same for my mom's HTC Inspire 4G. It now has a stable…
As far as earbuds are concerned (which should be another High Five), I am pleased with my Zagg SmartBuds. Lots of control and great audio quality.
