Being based on a sounding rocket and made from readily accessible materials should help to drive the price down, but I’m not even sure if this is meant to be a commercial launcher.

Cubesats have low orbits that decay very quickly. For simple small-scale experiments a system like this can be much less expensive and much more accessible than ‘carpooling’ with a comsat launch or hand release from the ISS.
