From my experience working at a small (grew to mid) size game studio, everyone that was hired that wasn’t QA had been salaried. The project went out of scope and got too bloated and we hired too many people and the project kept getting delayed. The game launched (unfinished) and almost everyone was laid off.

Long video game projects fail because you cant keep shoveling money into something for 4 years without profit. It’s stupidly risky and a big reason why people leave the industry. It’s a terrible feeling to work on something for 4 years and have it launch at the same time as an established franchise.
