There have been elements of parody from the start. It may not be the primary focus of the show, but they are fully aware of many of the tropes of Star Trek—and the fact that you can’t really get away from them. So they (metaphorically) wink at the audience and make fun of those tropes in small ways

I don’t think it’s appropriate for the swastika to be used today except in some rare circumstances.
And in only that film. In the others he was devious and interested in having fun. To him, “having fun” may involve bringing pain to individuals, but not engaging in the tedium of coordinating a full-scale invasion.
It’s a toy to be played with. How could he possibly leave such a fun toy sitting there unused?
Those two scenarios are completely different. And it makes perfect sense that he would do one, but not the other.
