I certainly was, twenty years ago. Haven't had a drink in over ten because I have a problem with alcohol. Not everyone I partied with was an alcoholic, but nearly all of them were "problem drinkers" who couldn't regulate themselves.

Your first question touches on the whole myth of welfare reform and the idea that making poor people (of any race) go to X places a week to look for work will get them a job. The same educated white people are still saying that the poor just aren't trying hard enough.
