It isn’t about blocking traffic. It is about a 30+ ton vehicle parked on a residential road with a surfacing material rated to support less than 1/3 of that. That tank is a very expensive sinkhole waiting to happen AND the HOA is typically responsible for infrastructure repairs in the neighborhood under its oversight.
