I read a good book, Devil in the Grove, about a false rape case in Florida started in 1949. They killed most of the suspects right away, but one of them ended up making it through the trial, and was eventually spared the death penalty, and mad parole 18 years later.

I think Elle’s point is that the police target people on their list. This is why when my cousin got out of jail, my fam insisted he not return to his hometown. We knew the police would be looking to start trouble or worse with him. Many police departments don’t honor the concept of serving your time.
