I have almost the same outlook but for the PS4, 95% of the great games will be multiplatform and for me the huge OS, built in Kinect and online improvements of the Xbox One would make it my primary console as opposed to any potential edge in graphics the PS4 could have.

It depends from server to server, but I've found that in general, the ARMA community is much more receptive and helpful to newcomers. Clan servers, especially those who are fond of playing with ACE+ACRE (two of the biggest mods of the ARMA scene), tend to be very welcoming of new players.
