He was trying to cover for the police chase. If he could prove the burned guy was at fault it might save the police and city a chunk of change in a lawsuit.

If an organization calls for in-kind donations and you happen to have what they need, donate that, but in general, used goods gum up the works during relief…
I’d also like to add “Blood Donations.” (Carter Bloodcare, etc)
Houston is the 4th most populous city in America, if those people aren’t there donating then there will be a shortage. Not to mention the affected people in the area who may need blood transfusions.
