Not exactly. If the user installed any tweaks before substrate was updated that relied on the extension (subsequently installing substrate) then it will update to Cydia Substrate. If no tweaks were installed, then you need to manually search for cydia substrate, or download an app that relies on it.

I'd say yes. I jail broke my iPhone 5 and iPad 3, but waited until mobile substrate was updated before I installed anything. For my iPhone, I'm really really enjoying activator, bigify, bite SMS beta, cctoggles, menu button emulator, and gridlock.

I see the appeal of the game, and I hope it succeeds because I like Bungie as a company, but I'm not particularly excited for this game. Maybe I need to do more research into it and watch more trailers. The people I play Xbox with are all thrilled, so I'll probably end up getting it though.
