While I agree with the need to punish Penn State, it's pretty sickening seeing an NCAA official pontificate about values.

I believe the unprecedented part is that the NCAA isn't using its normal protocol for issuing sanctions. They are using the Freeh investigation rather than their own and there will be no hearing.
