I've been using ART run-time on my nexus 5 for awhile now (it's buried in the developer options), it's been noticeably more efficient to me.

The real solution is to create a level playing field for new ISPs to compete with the major ISPs. This competition would drive prices down while simultaneously driving customer satisfaction way up.
If you support this you're pretty much protecting Comcast's business forever and they'll never ever have to compete for another customer ever again. Please explain to me how this is for my benefit.
The way you put it, Eric, it makes it sounds like Android didn't innovate notifications in the first place with the notification icons along the top of the phone, then later with the notification center. These were always more preferable (to me) than those red dots on top of the app icons in iOS.
