Who knows where traffic fines go? It goes to the state and they can do whatever they want with it, up to and including maintaining roads. Every ticket they right is earned revenue. Police ramp up pull-overs not when they are concerned about safety, only when they're running low on cash.
They would would turn a profit just how the state does: enforcing traffic safety. If there were tolls, the mass transit company would be the one's paying for that as they already do.
