There are plenty of people living where he does on less money and not going immediately into deep debt just after going through bankruptcy and blowing $35k on a stupid car with an even more stupid interest rate. 

Seems like an opportunity for the floor plan provider to extend a line of credit for the tax incentive and the dealer just pays it off in rolling increments once the gov pays.

I get where you’re coming from and I agree, but come on. A Charger is not a requirement to get around a city.
