I wonder if the sticks are linked and they can exert force on the other. This would mean one is feeling a jump in one direction and reaction to it that leads to a feedback loop from the other stick.

They can get around this by having a disconnect collar that separates the steering column when power is supplied. Say sprung to stay down in pplace and a powered actuator that holds it away when the drive by wire is active. Meets the letter of the law while still reaming something actually usable.
