Why?  The tires will be up to temp by the time the pace car pulls off and the drivers have a handful of turns to get them warmer.  It just degrades them a bit faster.

Perelli can make a super soft tire that can last a race distance and be in maximum grip range for the full race at cold to hit temps, but the FIA is mandating tires that are harder to make sticky as well as have a window of performance before the race compound scrubs off and the cars drop pace.
