Winter tires are indeed great, have them on my SVX, however, I drove with all seasons for many years before that with no accidents. My parents drove a '76 Delta 88 with all seasons through Wisconsin winters as well. Drive properly and you likely won't have issues. That being said, yes WT's are great.

I used to flash my lights at them, but yeah, just got a blank stare most of the time.

And it will keep happening because stupid is incurable.

Not a local only issue, but here in WI a good percentage of people don't understand that their DRL's don't activate in Rain/Snow/Fog. I don't think they even know how to turn their lights on manually.
