I was satirically commenting in regards to shroomer's suggestion of the possible shitty implications of the memo being true. I too believe the universe is a big fuckin place, and statistically there are better chances for there to be more life than for there to be none. And I like the Arby's quote :)

1 - all devices could benefit, but that comes down to what the military/government wants to throw to the public. GPS is already pretty accurate, not so much for consumers because we only get access to the unscrambled signal. :(

They do have scheduled inspections to look for problems which the manufacturer's engineers have considered 'critical'. Essentially, Boeing's (or Airbus, etc) engineers issue a report saying that a certain bulkhead or joint needs to be checked every x,000 flight hours. They report that the plane should be good to fly
