I wouldn't have expected there to be any TVRs in Wisconsin. Speaking of Wisconsin DMV, my plates expired this month and I decided to switch to the new "In God We Trust" plates, not because of my love of combination of church and state, but because I like license plates and I couldn't resist a brand new design.

Here's a weird update on this beast. I saw it parked at a diesel repair facility I used to work at last night, in Madison, Wisconsin.

In Wisconsin it's because the DMV doesn't really care. Outside of Milwaukee there's no inspections or emission tests, and to get a license, a very simple vision test after the first time.
