Yes.  The nuclear thermal propulsion idea has been around for some time. It still requires some form of propellant, but uses it more efficiently than a chemical burn.

Not likely. I think this uses thermal output from the nuclear core to provide heat to expand the propellant. Once the propellant is gone so is the thrust, so it isn’t indefinite.
