I've really been enjoying SDL2. Linux, Windows, Mac, Android, iOS. Requires C/C++ knowledge, but there's a ton of good tutorials out there.

For either it will require new hardware. The only option for pushing 4K over HDMI 1.4 is chroma subsampling.
