There's not necessarily such a limit until we get down to an atomic level. Intel is doing 14nm.
Not for GPUs. GPUs are always a few generations behind in terms of silicon manufacturing processes. They're still getting smaller, but always just a few steps behind CPU silicon. Maxwell is is 28, but Fermi was 40. So, it's still happening.
