Anywhere that has AT&T free wifi will give them to you, they have a deal with Nintendo. Some starbucks (the others have google wifi) but every McDonalds I’ve been to in the last 2 years gives me them (VA, MD, and Seattle). Best of luck though.
Most McDonald’s and Starbucks give you 3-6 passes per visit. I walk by a few fairly often, you can usualy just stand outside for about a minute and the light will turn green

Just because its “virtual” doesn’t mean they don’t have a budget and internal accounting to worry about. I’ve seen games “sold out” before. It likely means they got the license to sell X copies at the price point (for points, not cash) and they “sold” that many copies.
Um, that’s a totally different situation. If nothing else, East Germans were not literally starving to death before the reunification. They had somewhat restricted but fairly normal lives (lived in cities, had jobs, etc). People in North Korea have none of that, most are peasants/farmers, etc.
