It is, as I understand it, a rule that you don't stop unless you're one of the first cars at the scene and can render medical aid above and beyond normal (i.e. if you happen to be a doctor, or an EMT).

We have a similar bus situation here in San Diego, but they're buses from Tijuana taking people to places north of here (Los Angeles, etc). Generally you'll see them in the fast lane or the carpool lane, heavily listing to one side from blown out suspensions, spewing tons of black smoke, random pieces of sheetmetal

Make it mandatory for every young driver to ride a scooter, moped, or motorcycle for at least 6 months, if not a year, before they can drive a car. That should help drive home the point of how dangerous cars are, and how serious a privilege driving is.
