the 40% chance mini-stun was the main point to play the sniper. unless they gave him additional damage boost, he's recieved such a big nerf, without any good reason.

40% chance at 0.5 seconds though, so with shadowblade/cuirass/mjollnir you still have the effect on pretty much all of the time lategame. It just makes it so you can't fuck people out of their channeled shit by rightclicking them once.

He does not mini-stun anymore, his headshot now only gives -100% ms and as speed. No more cancelling tp's or channels.
