Because unlike other RNG games (FTL, Isaac etc), Blizzard also included a sort of 'fail-safe' device as a timer system, which they refused to discuss at length :S, AND a guarantee drop from the Skeleton King (soon to be Diablo) in Torment 1 and higher. The lifesteal-removal won't be implemented till RoS at level 70. So I'm withholding my judgement on the Lifesteal-removal. That said, there is no nerf on life per hit, so I think that's fine either way. So far most of the 2.0 items that I've received tries to use life per hit rather than actual lifesteal.
