Unless they’ve changed it since the last time I streamed (and a cursory Google search doesn’t turn up anything indicating that), you can be an Affiliate and still stream elsewhere, but once you make Partner, you cannot stream anywhere but Twitch. If you do, you risk losing your Partner status.

And that’s something you can’t do when you’re partnered with Twitch. They keep you locked into their platform, essentially under contract.
