virtually all traditional animated films and television shows employed cels until the mid-90's. Disney's CAPS system wasn't used for an entire feature until 1990, and most American shows were both shot on celluloid and used acetate cels through 1994 or so.

I own several cels from this and Otomo Katsuhiro's segments from NEO-TOKYO and ROBOT CARNIVAL. Incredibly gifted artist and director.
