Back in the day (early 80's), there was a CA standard, and all the other states were different. Cars were cheaper “everywhere else,” and didn’t comply with CARB.

I do periodically see the right lane less occupied, but that’s due to the frequency of traffic merging in from the on-ramps (my speculation, generally, but it’s why I’m teaching my kid not to use that lane,) so that may again be learned behavior. I’ve simply not seen any empty freeways lanes except maybe at 4 am.
